Generally speaking, two entities can fiddle about with the
permissions on something: an administrator, and the
owner. If you want to set permissions on folders that
only you can change, you need to take ownership of the
folder, and then set permissions as you like. Of course,
any administrator account can change ownership and
permissions as well, but that is a different problem.
You can take ownership of the folder using the "Advanced"
button on the folder properties security tab. Note
the "Owner" tab in the resulting dialog.
If these users are sharing access to these folders, it
doesn't sound like EFS is an appropriate technology for
your problem.
