I have a little brother. He wants to play on the computer.
He plays his little games and has a good time while I'm at
work or anywhere but on the computer. When I'm on he just
sits there and stares at me, which is wierd, but that's
another story.

Anyway, my brother is nowhere near computer-literate, much
less Not-install-crap-from-who-knows-where, or don't-touch-
the-advanced-system-settings-button literate. I also don't
really want him playing games that are, shall we say,
above his age-range, even if for stupid reasons.

Is there a way, as an administrator, to set as to what
programs a limited account can use, remove the limited
account's ability to create files, and stuff like that?

PS: He stuck his finger in his night-light's socket and
zapped himself TWICE, so no, before anybody asks, I don't
trust him very much on my computer.

Go to CONTROL PANEL/USER ACCOUNTS and switch on 'Guest Account' - that
should stop him from fouling your comp - make sure any other accounts are
password protected.

Jack, face it, every one who has had a little brother has this to contend
with. I know I did - about 60 years ago. Just be patient, and sooner than
you think all of those little inconveniences will transform into loving and
humorous memories.

P.S. Keep him away from those light sockets. As an older brother you are
expected to protect the younger ones. I know it's a pain, but that's just
the way it is.
