If a laptop has windows xp home edition that was installed
by Dell, can I install Windows 2000 professional on the
same computer and be covered by the xp home edition
license?

No I don't think that would apply. You would be covered by the licence of
the win 2000 that you installed, provided it is a legitimate copy.

Also, you can not legally downgrade to Windows 2000 as part of the XP
license. Had the laptop been with XP Pro and OEM version, you have right to
go down to Windows 2000 providing you have the valid 2000 license and media.

Greetings --
No. Only certain OEM and the Select/Open Volume licenses for
WinXP Pro can be downgraded. WinXP Home does not qualify.
