Re-activate Win XP and Office XP

How are Microsoft product products re-activated or can
they be?
I see people selling Win XP and Office XP that have been
activated once already on their machine. The have the
product key and coa and will be uninstalled from the old
machine. Can I buy theses products and activate them on
my machine?

If they are retail versions, yes. If they are OEM versions, no.
