Does anyone know of software that can add echo and reverb and other effects
to sounds in windows xp? Also to the games I play in windows. Appreciate any
help offered.

Usually these sorts of sound effects will be included in your soundcard
installation software. Soundblasters have this sort of thing. You'll
have to go to your soundcard mftr.'s website and look.

software.

The higher end soundcards (and onboard sound systems) have DSPs that
can be set for those effects.

Most of the sound effects must be built into the drivers. You may want to
change the sound card.
