is it possible change the font style to all window
programs? E.G. to Times Roman etc.

Hi!

Control Panel > Display Properties > Appearance Tab > Advanced. Click on
each of the bars (such as Active Title Bar, Inactive Title Bar etc) and
customize your settings. If you want to customize it more radically, you are
better off using StyleXP or similar applications.
