I discovered that two files I had downloaded were the
culprit, although I don't know why -- a trojan, perhaps,
although Norton said no. Anyway, if I deleted exporer
from the process list, the taskbar disappeared but CPU
usage dropped to a more normal 1%. The two files refused
to let themselves be deleted (aha!), so I had to go to
the command prompt to get at them via DOS. Once they were
gone, CPU usage dropped from 85% or higher to normal
levels.
