Why are my desktop icons always reloading

Most times when I open Explorer, the icons on my desktop
go through a process where they are re-read and re-
loaded. You see them change to a default icon, and then
they go back to the original.

This consumes CPU, disk and my patience.

Does anyone know why this happens? How can I stop this?
