XP and use of URL's in Outlook

Ever since I got my new pc with XP on it none of the
links (URL's) that I get in my email will link out to the
correct website. In fact I don't even see the smart
mouse stuff underneath that shows you the web address. I
think that it is related somehow to the security
settings, but I have tried everything. The one thing
that does happen is that little finger pointer does
activate indicating a link, but nothing happens when you
click.

Any suggestions would really be appreciated.
