JVM plugin access to browsers

I am unable to get sufficient access to browsers for the
JVM plugin. I have installed the SUN 1.4.2 RE. It is
correctly registered in the registry. However, browsers
such as IE, and Opera do not have "enough permissions" to
be able to run java applets.
Please assist.
