Installed a new hard drive recently in a Dell. Computer
was bought 3 years ago with ME installed, and I installed
Home XP upgrade. Then, I changed out the hard drive. I
could get the ghosting program to work, so Best Buy did
it for me. No problems for three weeks. Just downloaded
a Windows update package and upon restarting the computer
I find I am locked out. Obviously it doesn't recognize
my processor as being the owner of the XP program. How
do I get this fixed? Thanks.

Your assumption is incorrect.
Your computer will not "locked out" with an update 3 weeks after a CPU
change.
Something else is involved.
What exactly do you mean "locked out"

Try system Restore from Safe Mode.
Try "Last known good configuration"
