Probably because you haven't removed all of it's accompanying
spyware.

n-Case is a form of spyware. Two products that are quite
effective at finding and removing such scumware are Ad-Aware from
www.lavasoft.de and SpyBot Search and Destroy from
http://security.kolla.de/. Both have free evaluation versions.

Additionally, Symantec provides removal instructions:

Additionally, manual removal instructions for the most common
