You said you repaired windows, presuming XP. Make sure
that you're not just running Win2000 (but if you are, make
sure you have at least SP3.)
You need IE Service Pack 1 installed separately (and
first, before directX 9.0a. Try going to Start>Windows
Update and REVIEW the updates available after the scan.
Then delete all (including directX) except the IE Service
Pack. Then download and install the ie service pack
separately. Try a cold boot, and take a couple deep
breaths if need be. The IE service pack WILL let you know
when it is ready to install itself. After that, the other
updates will fall back into place. IE Service Pack is
needed for some others updates.
