Can XP Home edition be upgraded to XP-Professional edition?
This is a new computer and it came with XP-Home edition. I
am having trouble accessing my business server which is on
a Windows NT 2000 platform via a VPN and it appears that
XP-Home is not adequate.

You can purchase the XP Pro upgrade version to upgrade Home to Pro, but you
should consider contacting the manufacturer of the computer and see if you
can make a deal on swapping the computer for a Pro version installed.

Yes, you can upgrade XP Home to Professional. There is no special
upgrade version just for this, but the regular XP Professional
Upgrade works fine (although it doesn't say so on the box).
