I enabled quite a number of internet explorer, start menu and explorer
restrictions. I'm pretty sure I did not restrict anything with regard to
GPedit. After reboot, be it in safe or normal, I can't login in with any
admin account.

You cannot log in with an admin account (as you just said) ?
or
You cannot run gpedit any more (as you first posted) which=20
does imply you can log in ?

Assuming you can log in (it is impossible to lock the built-in=20
Administrator account out from local login) then you need to=20
set a Deny for the Administrators group on system32\GroupPolicy,=20
then log off, log back in (with an admin account), remove the=20
Deny that was just set, and now edit with gpedit to remove the=20
settings controlling your use of MMC.
