Is there a way to make it so my downloaded programs can
not be seen or accessed by my roomates teenagers?
Example - I have gamespy.com and a lot of games that they
don't need to mess with but they show in the programs
listing and some on the desktop.

and if I delete something logged in as them will it
delete it alltogether or still show on under my log in?

Within the Documents and Settings area there is a profile=20
named All Users. You would want to locate the items=20
there in the Desktop and the Start Menu structure, and=20
then copy them to the corresponding location within=20
your own account's profile (and any other account that=20
should have them available). Then, delete what was=20
copied so it is no longer in All Users. Do not Move=20
them; copy and then delete.

Finally, you would want to locate the executables=20
themselves, likely within Program Files, and then=20
change the NTFS permissions so that the Users group=20
does not have Read/Execute but that those account=20
that should have this do get a grant of it in place of=20
the removed grant to the Users group.

The first action, adjusting the desktop/start menu, only=20
makes running the application inconvenient. But the=20
second action, setting the NTFS permissions, actually=20
does control what account can run them.
