"Start" toolbar

Has anyone had problems with the toolbar
displaying "Double" programs. For instance, you open up
a program and it displays two tabs? It does this with
EVERY program opened. There's a second active program
toolbar and I don't know how to get rid of it. Can
anyone help me?
