msmsgs POP-UP after Firewall

Hello,
I'm having a situation with the Messager Service POP-
UP addvertisment. After atempting to stop them with a
firewall, under firewall services, UDP and TCP ports keep
being assined for msmsgs. Norton detects no Viris, and if
I uncheck the UDP and TCP, or delete them, the next time I
restart, they are back.
