Goto 'Control Panel'-->'User Accounts'-->'Advanced' tab --

sorry do not have an ADVANCED tab.
a little help in finding it would be nice.

start / run
control userpasswords2=20
bottom of that advanced tab

Also, remove unneeded non-system accounts=20
and make sure you have strong passwords on=20
the needed user and admin accounts.
