deleting a program

hi wonder if anybody can help me, i am trying to delete a
file permanently. I have gone through the normal
procedures for deleting it,but everytime i sign on it is
still there.

Which file?
Where is it?

Windows attempts to protect files it doesn't think users should be deleting.
If you are trying to delete one of these system protected files you will see
this problem. So the next question has to be, why are you trying to delete
this file?
