There is no security tab on any of my user's folder
properity menu, (os wondows xp) if anyone knows why
please advise.

First of all you need to be using NTFS file system.
Windows XP Pro:
Disable Simple File Sharing:

Windows XP Home:
Private Folders (you need to go to Safe Mode):

The file system is NTFS and I don't want to share the
folder I want to set permissions on it. This is the only
machine out of many XP's that I have set up that the
security tab is missing.

None the less, you still need to remove "simple file sharing" if we're
talking XP Pro. Or are you saying you've done this already and its not
helped?
If you are running XP Home, then again, you need to be in safe mode to get
any real degree of control over ACLs without command line tools.
