Access denied to remote access management server

after a reinstillation of XP pro, the remote access
management server is not started, and attemping to start it
manually causes an Error 5 Access denied to Local computer.
Other servers (aprt from those dependent on the remote
access) seem to start quite happily.
How do I restart the server, and get access to the
internet through the system?

So the Telephony service is not set to disabled ?
Are there any further messages written into the event=20
logs by the attempts to start this service ?
