i dont know where this should belong so ill just post
here. i got a file that had extension .bin and i didnt
know what it was so i tryed to see what happens if i
change its extention to .exe and run it. a dos box type
of thing opened then closed itself nearly instantly.i
cant delete/change name of/anything. the only thing i can
do is make a copy of it which i then cant delte the copy
aswell. it says its inuse by a program but i cant find
anything that is using it. i tryed pressing
alt+control+delete and going to task manager and end
tasking all the things that is says i opened. i also
tryed to go to the tab at the top called applications and
seeing if the application is still open but it wasnt. any
help would be greatly apprciated.

Contact the party that sent you the file and ask them
how to open that file.

I bin file is sometimes used for burning cd's, like you'd use and iso file.
Usually you have a .bin and a .cue file. Then using cd burning software that
supports bin and cue you would burn the cd using those files.

Did you try searching Google to see what a ".bin" file is?

"Bin" is a binary file type. used to either store data, for which you
need the program that created the file. Or, A CD image that you need to
burn to a CD to use. You would need a CD burnign program such as Nero or
EZ CD Creator to "Burn the Image" to make the file usable.
