Usually failures to install MS operating systems means bad hardware.
Since you've already replaced the drives, I'd test the RAM - that's
usually the first suspect, anyway. I like Memtest86 from
www.memtest86.com. Download the precompiled binary for Windows which
will make a bootable floppy. Boot with it and let the test run for a
long time, like overnight, unless of course you get errors right away.
