Run a DLL as an APP has encountered a problem and needs to close

HELP!!! For some reason, when I try to change my desktop
themes, I get an error meessage that says "Run a DLL as
an APP has encountered a problem and needs to close" How
do I get my pc to NOT try to run DLL as an APP???
