limited users can't run IE on XP home system

All of sudden, my limited users ( ie. kids ), can't run
IE. I am running the latest XP home OS. There is no
security options enabled, except the standard user
account stuff ( I guess this is the way XP home works ).
If I give their accounts admin privledges,
then it works fine. This was working before, and I don't
know of anything that was installed at the time it quit
working. I don't want to give my kids admin rights. What
do I do?
