I'm currently running Outlook Express on Window XP. The
problem I'm having is that when I add an address to the
blocked senders list so I don't receive that persons E-
Mail. They are still able send me unwanted E-Mails be
changing their E-Mail address. Is there a way of setting
Outlook to receive E-Mails from people that are only
listed in my address book as Yahoo Mail and Hotmail have
on their website.

No, but have a look at www.mailwasher.net. That is a tool you run
separately from Outlook Express, and you can program it with rules to reject
any mail you want. It will return the rejected mail as undeliverable (i.e.,
the sender will think it never reached your machine). It also has the
ability to identify spammers from an online database.
