Security Update 811493 Screw Up

After testing and much restoring i have found that
reccomended Security Download 811493 causes applications
to slow down severely on loading in some cases hang.

Example
Before Downloading and installing 811493 Outlook XP takes
about 7 seconds to load and eMails open immediately.
After download and installation of 811493 Outlook takes
at least 1 minute to open (so long as it does not hang)
and emails take at least 10 seconds to open for just
text. Other programs just hang.

Restore system to a point prior to download and problem
is solved.

Workstation is stand alone (no network)connects to
internet via Modem .pst file is on the machine, OS is XP
Pro.

Any ideas what to do, other than "don't download and
install 811493"?
