use encryption (efs -> right-click -> properties ->
advanced -> encrypt...[backup your efs keys]) or restrict
the other users accounts - ie not administrators.

EFS is a bad idea unless there is a thorough understanding of these
documents to prevent permanent loss of encrypted data:
EFS is very good at what it does and there is no back door.
