why not turn off the welcome screen and use the nt
standard username/password dialog and in local security
policy -> security settings\local policies\security
options\ set the optoin interactive logon: do not display
last user name to enabled.

as Lou suggests, a disabled user is not listed.

there is a way to do exactly what you asked, but its
alittle *undocumented* email if you really want to know.
