Try r-clicking the shortcut and choosing properties. There should be a
drop-down list to choose open in maximized window.

Hi, Greg.
Jax's solution is a good one. Trouble is, it doesn't always work. :>(
This is one of the most-frequently-asked questions in these newsgroups, so
it should not be hard to find thousands (yes!) of other threads on the same
subject. The answers are not truly satisfactory, but they're all we've got.

IE remembers the size of the FINAL window closed when IE shuts down. So,
use your mouse to drag the IE window to the size you want. Close ALL other
IE windows. Then close this one LAST. Next time you start IE, it should be
this size. But, if the last window you close next time IE is running is a
different size, THAT's what IE will remember when you start it again. This
is especially irritating if you close your last IE window and find a small
pop-under window behind it. When you mutter under your breath and close
that small window LAST, IE will remember that size next time.
There are several different ways to open IE (desktop icon; URL in a web
page; URL in an email message; link in another program, like Quicken), and
it seems to remember different settings for each of them, so we may have to
go through many iterations to get everything the way we want them. And then
we'll probably forget and change some of them without intending to.
Sorry I don't have a better answer. I'd like one, too.

Hi Greg,
Try r-clicking the shortcut and choose properties. You should see a dropdown
menu that offers the choice of opening in maximized, minimized, or normal.
