tlde and single tick character...

i have noticed that since acquing a new computer with XP,
any new document in either Word or Notepad will not
display certain characters until a second or
corresponding keystroke, such as the ' character and ~.
Even this message required that I use the spacebar. I
type using hunt-and-peck and when I do not see my
characters display immediatly, I assume that the key was
not pressed hard enough and then I press the same key
again resulting in multple characters, such as ''

Use a US keyboard. That's plain US not international US (or any other =
keyboard).
