In the connection properties is a setting to allow this. It may also appear
when you invoke the connection. The options are to use this username and
password for your account, or for all accounts.

Yes, under each user account, set up Outlook Express and configure it for
their e-mail account. If you're using one e-mail account for everyone,
you'll have to use Rules (Tools, Message Rules) to filter out how your
incoming mail is handled.

I went into Control Panel ...Internet Options....connection
tab...Properties button in dial up properties... advanced tab...and
set the onternet connection sharing properties. I too have me and 2
other users.
