The Windows XP Resource Kit is not a development document as such is not
shipped on the MSDN Library.
It is shipped as part of the TechNet subscription service (see
http://www.microsoft.com/technet/treeview/default.asp?url=/technet/subscriptions/wanttn.asp )

It is also purchasable separately
see
http://www.microsoft.com/mspress/books/6795.asp

Hi

Note that the Windows XP Resource Kit is only documentation (links given by the
other posters) and no tools.

The Windows Server 2003 Resource Kit Tools is downloadable from

http://www.microsoft.com/downloads/details.aspx?FamilyID=9d467a69-57ff-4ae7-96ee-b18c4790cffd&DisplayLang=en

(will install on WinXP or later)
