What is the index.dat file? When I open it in Word, there
are a lot of unreadable symbols, and lists of internet
advertiser's cookies.

can I delete some of these cookies? How can I get these
things off my computer? The file is locked for editing.

The Index.dat files helps the operating system quickly locate the
individual files they track. There should be an index.dat file in
the various Temporary Internet Files folders, Cookies folder and
History folder. The .dat files change as the contents of the
folders change. You can delete the cookies from Internet Options on
the General tab which appears first. Some cookies facilitate your
browsing experience and should not be deleted indiscriminately.
Without some cookies, each visit to a website would be treated as an
initial visit and might require you to answer questions or enter
your user name and password each time.
