I was told today that I cannot upgrade to WinXP Pro from
WinXP Home without completely installing a new OS. Is it
possible to upgrade to WinXP Pro by buying the upgrade
version of WinXP Pro?

Were you told by a salesman on commission?
Find a different salesman.
You can most definitely upgrade from Windows XP Home to Pro without
losing data.
The box does not say so, but many have done it and this link confirms
it:

Data should be safe during upgrade, back-up important data just in
case.

Yes you can do an over the top install of Pro over HE.

However, why would you want to?
