site lock out

I have a bank web site that just started saying that the
page cannot be found. When I contact the ISP they say
that it is a problem with the bank's web site and the
bank tech. support says that there is a problem with the
ISP or the Computer. The computer is running XP. There
are two other computers on the network that have no
problem with the site.

Is there a setting with XP that is locking me out of this
web site?
