Many of these "attacks" you see on your firewall are a
result of innocent scans by people browsing the net. Not
to say that a lot may be malicious too. Consequently,
it's not uncommon to see 3 to 4 HUNDRED scans a day. I
think microsofts ICF is designed not to fire off a
warning every time there is a scan sweeping ports, simply
because it would br too distracting. Check out this site
for a comprehensive overview of firewalls and what you
are seeing on them.
