Printing Security - Rights

Hi,

I have Windows XP SP1 PCs that are about to be deployed.
There are no local users. All users are being pulled down
from the domain (Windows NT 4). The users do not have any
rights on the boxes. Well very basic rights. I would
like to give them the ability to ADD Printers. Where
would this be done? And what about print sharing? I took
a look already under the CONSOLE, and looking at GROUP
POLICIES but did not see anything.
Any suggestions?
