Activate by Mouse Hover

I desperately want to change the way application
switching happens with the mouse. As it is, when I use
two different applications side by side (which is really
any two instances of the same app in xp), I have to click
once to activate, then click again to select, etc.

<Alt>+<Tab> is a second best, but I would much prefer
an "activate on mouse hover" feature. The old X-Windows
OS on the HP workstation used to have the behavior I
want. Anyone know if this is possible?

Sure, rewrite the apps, or write a separate program to do it.
