Hello,
The administrator account on my XP computer is
experiencing some problems (mainly not being able to do
anything) while other accounts are just fine. Is there
perhaps some way to change other accounts into
administrators without going through the existing
administrator? Or is there some way to perform a system
restore without using the administrator account?

Sean;
Only an Administrator can perform a System Restore.
You can make any account an Administrator.
Go to User Accounts in Control Panel, select a user and Change the
Account Type.

If you are having issues with a profile, maybe you need create a new
profile and copy the data to the new profile:
