Is there a difference between the desktop Icons text
showing color box or translucent option? Is there a
difference between Laptop and desktop, SP1 and Beta XP?

Hi,
There is an option which turns desktop icon text boarders on and off. Right
click and view the properties of my computer, then click the advanced tab.
Then the settings button under performance. You should now see a list of
visual effects, at the bottem of this list is one called 'use drop shadows
for icon labels on the desktop'.

If this does not help having web items on the desktop locked can also cause
the background colour to appear behind icon text. Right click on a free part
of your desktop, select 'Arrange icons by' and then uncheck 'lock web items
on desktop' if it has a tick.
