after Updates, New Acct appears and Admin Tools change

Two questions for those brighter than I.

After downloading and installing updates, a new user
account appeared to my horror. What is this: aspnet_wp
account ? Security updates create insecurity issues.

Next, The start menu no longer launches the Adimistrative
Tools in a nice XP window any more like it was configured
to before? Any suggestions about how to change this?

And while we are at it, what would cause the loss of the
XP User accounts administration tool to dissappear.
