In XP Pro,why would removing icons from a limited users
desktop affect the desktop of the administrator?

Because the shortcut was created in the Documents and Settings\All
Users\Desktop folder. As the name implies, these shortcuts show up for all
users. You need to copy the shortcut from there to the Documents and
Settings\<username>\Desktop folder(s) that you want to have the shortcut.

Thanks, Doug Knox. As you gathered, I had upgraded from
an earier version of Windows, and the same desktop
was 'inherited' by each user I created. Easy when someone
points out the error of your ways! Problem fixed.
