Is there a way to disable a modem during certain time
periods to limit Internet access on an XP operating
system? How can you be certain that the user would not
reset the computer clock to enable access?

currently disable access all the time until a supervisory password is
entered. The next release in the very near future, will permit time
periods on a per user basis - and yes, the clock will be disabled
until ModemLockDown is in administrative mode.
If you use a valid email address in the download screen, you will be
notified when the next version is available.
