Large icons in "All Programs" menu?

Is there any way to change the icons in the "All
Programs" menu to 32x32 without affecting any other areas
of the system (eg tray icons) - or even better, adding a
folder that "pops out" on mouseover to the Frequently
Used Programs list - without using Stardock ObjectBar?

As far as I know, the answer is no. I believe that menu always uses 16x16
icons (which get scaled up when you increase your DPI setting).
