removing Precision Time program

I stupidly downloaded this program only to later discover
that is a shell for GAIN pop-ups. Now I am trying to
delete this program and cannot. When I go to
install/remove programs and click on Precision Time
program I get a response "unable to open this program".
Any suggestions? I would love to eliminate this program
and those GAIN pop-ups. Thanks! michael
