Taskbar

My taskbar has for some reason move to the top of my
screen and I cannot get it down to the bottom again. I
have unlocked the taskbar, right clicked on it to try and
move but are unable to do so, any suggestions.

When I move my taskbar around, I have to LEFT-click, (hold) and
drag'n'drop.
