I have two PC's running Windows XP. On one PC, when I
log off I get an ICON which displays three little
boxes "Standby", "Turn Off", and "Restart". On the 2nd
PC, the ICON is displayed with a vertical bar on right
side where you have to scroll up and down to select your
option. How do I change the 2nd PC to have only one ICON
as described in my 1st PC?

If your second PC was ever on Domain then it will give you the vertical bar.
make your computer the member of WORKGROUP.

In addition to Rajiv's suggestion, make sure you have the Welcome screen
turned on. Open Control Panel, go to User Accounts, click "Change the way
users log on and off", and enable the Welcome Screen option.
