I have several genealogy pages, some text, some pictures, some both,
that I now want to print.

I would like to have the result look 'nice' and so, would like a
light-colored beige background and a graphical 'border' around the
page edges. I want each page to FILL a 8 1/2 X 11" sheet (no un
printed 'edging').

Can someone tell me the simplest way to accomplish this?

What has this to do with Windows XP?! As to printing to the edge of the
paper, it's probably not possible as this is a function of your printer
*NOT* of the software. If you wish to print right to the edge you will need
to purchase over-size paper and trim it down. I would also recommend
purchasing some parchment-style paper, as filling the page with colour will
waste your colour cartridge in no time. Depending on your printer, cartridge
capacity and print resolution, you could possibly get as few as five copies
from a colour cartridge, if you go down the route you're thinking (a
cartridge costs what, £25? so you could be looking at £5 a copy for the ink
alone).

Buy pre-printed coloured paper with a border. Then you will just need to
print your data on it.
Have a look at http://www.decadry.com/en/papiers/theme/cadres.htm to give
you some idea.
